The 4th Emergency service

We should be saved from drowning by trained, paid professional not just volunteers. The government should pay for the lifeboats and lifesaving in the sea, so we know that we will be saved if we ever got into trouble in the water, instead of hoping enough people donated to a charity so that they could save us. The RNLI should be abolished and replaced by a 4th emergency service! Or at least given full funding by the government as they have to raise 168.1 million pounds to run all of their lifesaving services.
